Pakistan Senate to Probe into Foreign appointments

“Orders of the supreme court of Pakistan must be followed concerning the contract employees in all spheres including foreign service”, said Senator Saleem Saiufullah Khan , Chairman Foreign Relations Committee Senate of Pakistan.

He said, “In many cases politically appointee person will do everything legal or illegal”

He was talking in the context of political appointments of Wajid Shamsul Hassan as High Commissioner in London and Hussain Haqqani ambassador of Pakistan to the USA. “Though government have discretion of appointing 20% out of service cadre that is including defence but merit and competence should be paramount”, he said.

He further said, “Competent individuals from abroad including expats could be contracted in think tanks and other capacities (but not on such sensitive positions).”

“Foreign Relation Committee will be looking into the supreme court orders and appointment matter as well as issuance of bulk visas by Hussain Haqqani including to the double murder accused Raymond Davis,” he said while talking to exclusively to the The London Post.

He was informed about the recent application to the Supreme Court about the appointments of Wajidshamsul Hassan and Hussain Haqqani.

The application states: “In the context of recent orders to remove all contracted officials posted in the government departments. I am suggesting it should also include political appointed ambassador Husssain Haqqani in USA and Wajid Shamsulhasan High commissioner in Britain and others. They are probably not register voters in Pakistan or voted in last two elections in past ten years. They have not spent time in Pakistan but opted residence and/or foreign nationalities. Therefore they are not eligible to be appointed on such sensitive position. It is an eligibility, security issue and discretion of the government. I am requesting you to include them and others in the list of the above mentioned order”.

Zardari regime has crossed all the norms and values in appointing cronies in foreign missions.They have appointed Salis Kiyani a former Mayor of a British town as Pakistan’s community welfare minister, Shanaz Mazhar wife of Pir Mazarul Haq as community welfare counsellor in London. Both are reportedly not register voters in Pakistan. Sarah Najeeb commercial attaché in London has finished her term two years ago but still clinging for five years. She is considered as very close to the High Commissioner.

RAW was created in the late sixties with one purpose, to destabilize Pakistan. Its first target was East Pakistan. Its second target was Bangladesh. In 1971 RAW was successful in creating the Mukti Bahni, recruiting 80,000 Hindus and then sending them into Muslim Bengal disguised as Pakistani soldiers. They exacerbated a bad situation and created a Civil War. RAWs second target was Bangladesh. The Rakhi Bahni was imposed on Bangladesh with a sitting Bharati General in charge. The first success in East Pakistan was reversed on August 14th, 1975 when Bangladeshi patriots killed the Indian agent and left his body to rot in the streets for a week. Bangladesh tore up the “Treaty of Friendship” which would have allowed Delhi to first reduce Bangladesh into a Bhutan and then take it over like Sikkim. Though December 16th 1971 is taught to Bharati citizens as a huge achievement, August 14th, 1975 is ignored.

On the wrong side of history, Bharat did not condemn the invasion-instead it supported the Soviets and allied itself with the KGB,KHAD and blew up market places and civilian hospitals. One of RAWs greatest ignominious achievements were murdering 300 people in Bhori Bazaar Karachi with a bomb. While the world condemned the bombing, Delhi cheered.

NEW DELHI-Some more details of the 2-day special conference of the commanders of the joint Forces of India that ended here yesterday have surfaced.

Highly credible defiance sources revealed that on the last day of the conference, the participants where appreciated the Military Intelligence Chief General Loomba there they showed their utmost resentment over his failure in pre-empting the Pakistan Army’s Joint execrates with Pakistan Air Force, code named Azm-e-Nau that are in full swing at the moment. Chairman, Chiefs of Staff Committee Air Chief Marshal P V Naik grilled the MI Chief general Loomba for not collecting the sufficient intelligence about the ongoing war exercises’ of Pakistan Army. The sources say that the RAW Chief was directed by the commanders to create Kyrgyzstan like situation in Pakistan and must exploit Pakistan’s internal crisis like the energy crisis, the price hike etc. The RAW chief apprised the participants that his agency had already started work in this direction. The RAW boss also briefed the participants that an amount of 180 million US dollars had already been disbursed amongst certain drug leaders in Afghanistan to smuggle out Wheat from Pakistan to Afghanistan by the start of month of May so that the flour crisis could be generated at the same time to destabilize the State. He further sought the recommendation for an unspecified amount for organizing suicide bombings and sectarian clashes across Pakistan while a similar recommendation was sought for creating unrest in China’s Xinjiang province via Afghanistan by funding and patronizing East Turkistan Islamic Movement( ETIM). He assured the participants that his agency was fully capable of creating Kyrgyzstan like situation in Pakistan and it was just a matter of time and money upon which he got full endorsement of the commanders. INDUS WATER TREATY 1960

INDIA SHOWS COMPLETE DISRESPECT TO INTERNATIONAL COMMITMENTS

The article lll of the above mentioned treaty, binds the Government of India not to hinder the flow of the western rivers, i.e. Indus, Jhelum and Chenab, to Pakistan, and India cannot store any water or construct any storage works, on the above cited rivers, having been given total rights since march 1973,of Ravi, Beas and Sutlej, we get flood surplus of these rivers which is released in case of excessive rains, which helps in recharging our ground waters levels, but that too will cease after the second Ravi-Beas Link is made.

Today while we slumber, India has started works on, the following projects; Pakal Dul 1000MW, Kiru 600MW,Karwar 520 MW, Baglihar (eventual 900MW),Sawalkot 1200MW (two 600mw units),Salal 390 MW, Sewa-ll 120 MW, and finally the Bursur project on the Marusudar river, which, is a major tributary of Chenab river, here the Foxland intends to build a massive water storage dam, which will control and regulate the flow to maintain levels of Pakal dul, Dul Hasti, Rattle, Baglihar, Sawalkot and Salal Hydro-projects, on the Chenab.

Jhelum will be blessed by the foxland with Kishanganga 330MW and Uri-ll 240MW.

The trillion Dollar Question remains that safe guard the interests of our country. As has been seen, after the failure of Foreign Secretary level talks on the Baglihar dam, on the Chenab, between 4-6 January 2005, the GOP contacted the World Bank, to resolve the issue with Foxland, however the feed back of World Bank was well said, as per their letter dated 19 January 2005, to GOP, nutshell being, World Bank is indeed a signatory of the Indus treaty 1960, but, it is Not the ”Guarantor” of the treaty!!!!

However we did go for a case against the Baglihar dam, But we lost it due to gross professional INCOMPETENCE of our Team, the GOP had hired the services of a white man, a lawyer, by the name of Mr. James Crawford, who forgot to bring the Memorials of the case during the final hearing of the case !!!

Now Nehru had, in the past, hired the services of an outstanding German international Lawyer and an expert on river waters, a Professor F.J. Berber, and for years till the signing of the Indus Water Treaty, he remained an employee of Foxland, though he did join the Munich University later, but remained a Consultant of GOI (govt. of India).

The works, of P.J. Berber translated in English i.e, Rivers in international Law’ to date remains an authority, the London Institute of World Affairs, had the book published.

The other reason why Nehru had the date of ratification of Indus treaty, back dated from September 1960 to 1st April, was because on 1st April 1948, they had shut down our waters, from the UBDC!!!

Two sets of laws govern the water disputes, first is the Harmon Doctrine, named after, a ”Judson Harmon”, who was the Attorney General of USA in 1895,when arose a dispute between Mexico and USA over the usage of RIO GRANDE waters, Mexico was a lower riparian, the doctrine above cited gives ”ABSOLUTE TERRITORIAL SOVEREIGNTY;” to the upper riparian, as goes the usage of water resources passing through its lands, though the matter was resolved, by a convention held between USA and Mexico, on may 21, 1906,by which Mexico got its share of waters.

Indus valley river system is an ‘International Drainage Basin’, as the geographical area extends and covers the Administrative boundaries of more then two states, from Afghanistan to Chinese administered Tibet, in the north east, and to Indian occupied Kashmir. Technically India cannot claim sovereignty over Kashmir as it remains a disputed state, and matter in reference before the world courts, having over a million troops holding it.

The ILA (international Law Association) drafted in 1966, a set of rules, called as ”THE HELSINKI RULES”, the said rules define the perimeters in case of water related disputes, in the cases where the Drainage of a Basin is International, as stated above, eleven main points/clauses govern the rights of a lower riparian, they being briefly, all about the geography of the Basin, extent of Drainage, and area in the territory of each basin state, the Hydrology of the Basin, past history of water flow, population dependent on the waters, economic and social needs of each Basin state, and the degree to which the needs of a Basin state may be satisfied without causing injury to a co-basin state !!

Aman ki Asha, Quest for Peace – Two Faces of India

INDIA NEVER WITHOUT A MASK

A Mask for indiaIt is befuddling to see two faces of India; one face breathing fire and yearning to annihilate Pakistan, and the other singing melodious tunes of peace and friendship. One year before, Indian civil and military leaders were indulging in high pitch saber rattling.

Their strike formations had moved up into battle locations and fighter jets had scrambled to strike targets in AJK and Muredke. Indian media and public were up in arms beating war drums. Divorcing sanity and rationalism, Indian leadership accused Pakistan of its involvement in Mumbai attacks and charge-sheeted it without any shred of evidence. They had refused to listen to any explanation and spurned offer of joint investigation. Whatever one-sided evidence was provided to Pakistan was flimsy and fabricated. They got irritated when lies got exposed but USA and UK covered up their concoctions by fully backing them up and putting the entire blame on Pakistan. Their bellicosity has not died down to this date and they are still bent upon trying to coercively impose their will on Pakistan.

On 29 December, Indian army Chief Deepak Kapoor stoked embers of war for the second time in quick succession. No sooner this uncalled for jingoistic statement was made another equally puzzling move was made under the caption of Aman ki Asha (desire for peace). A seminar was organised in New Delhi jointly sponsored by India Times and Jang Group from 10-12 January to promote peace between two arch rivals. Notwithstanding the harmless and well-meaning title, timings of the same were rather odd since it does not fit into the vitiated atmosphere deliberately stoked by India. It is persistently inflating its defence budget and its armed forces are getting laced with latest art-of-weapons and its nuclear program is being radically expanded and upgraded. Added to it are its offensive designs and covert operations against Pakistan. It is in no mood to resolve disputes and ease tensions.

From the time India signed peace treaty with Pakistan in January 2004 and promised to resolve all disputes through composite dialogue, India has not moved an inch towards resolution of any dispute. Major disputes are Kashmir, Siachen, Sir Creek, dams on rivers and water. Past master in foot dragging and making false promises, India kept buying time and under the garb of friendship deceived Pakistan by stabbing it in the back. Its intelligence agencies have been indulging in sabotage and subversion and supporting disruptive forces in Pakistan and making several regions turbulent. Even when RAW’s involvement in Balochistan, FATA and Swat came to light our leaders preferred to remain quiet so as not to antagonize India.

Taking our policy of appeasement as a sign of weakness, RAW and Mossad in consultation with CIA cooked up Mumbai drama. Indian political leaders and media upped the ante and held Pakistan squarely responsible for the carnage without a shred of evidence. Their mentors in USA and UK lent credence to their false claims. The incident planned in a shoddy manner backfired and prestige of shining India got badly bruised. Indian public termed it as an intelligence failure. Intelligence agencies, Indian Navy, Coast Guard, Mumbai security apparatus as well as Army were censured since a band of ten terrorists managed to breach the cordon and held the port city hostage for over 72 hours. Response of security forces was simply pathetic, resulting in lots of fatalities including foreigners and loss of face.

When Pakistan did not get over awed and held its ground firmly on diplomatic and military planes coolly, maturely and boldly, it nonplussed plot makers in India. As the dust settled down and glaring loopholes in the wicked plan started to prop up, it further perplexed them. It irritated them to find Pakistan objecting to their fake pieces of evidence and got panicky when their lies got exposed. Not knowing what to do, they were left with no other option but to keep crying as victims of terrorism and stubbornly clinging on to their ridiculous stance that India would not renew dialogue unless Pakistan acted upon its silly demands of punishing the culprits and dismantling terrorist networks. While expecting a lot from Pakistan, India refuse to admit that it is involved in subversive activities, well knowing that Pakistan has collected heap of evidence.

Hosts of steps taken by Pakistan were disregarded and like USA, it also started to stupidly sing the mantra of ‘do more’. This piggish stance has become all the more necessary to hide their embarrassment since Ajmal Kasab, the lone witness on which the whole case was cleverly spun by Indian agencies has begun to unravel truths while recoding his statement in the law court. He has categorically denied having killed anyone on 26/11 and revealed that he was kidnapped and put in jail much before the incident and on the day of occurrence he was taken to the site, shot and injured. Involvement of local terrorists aided by elements within Indian army and RAW in Samjhota Express and Malegaon acts of terror has already been proven.

In the backdrop of demonstrated Indian bellicosity, Aman ki Asha came as a surprise and left many in Pakistan gaping in wonder as to what to believe and what not to believe. Pro-Indian elements within Pakistan have however hailed the initiative. They have been ignoring Indian clandestine operations together with jingoism and have projected Indo-US theme that religious extremists and not India is the existential threat to security of Pakistan. They laugh and mock those who say that war on terror is US war and not our war. They also ignored Gen Kapoor’s offensive statements but jumped with excitement at the proposed seminar on Aman ki Asha and lauded the idea profusely. In their series of write ups they have projected it as a breakthrough and a step in the right direction towards Indo-Pak détente. None bothered to contemplate that no Indian leader has brought any change in his tone and hawkish style, or taken any confidence building measures (CBM) to ease up tension. List of invitees was prepared from among them.

Aman ki Asha is not meant to promote peace but to once again harm Pakistan through guile and deceit. It has been conceived and sponsored by RAW with devious motives. Real motive behind it is to sidestep real issues of conflict and once again indulge in nonsensical CBMs. It is an effort to hoodwink world comity and to again take Pakistan for a ride. India has somehow come to the conclusion that as a result of Indo-US-Israel-UK eight-year collective efforts, Pakistan has been sufficiently weakened from within and is now in dire strait. In their view the Islamists imbued with warrior spirit who remain ever ready to shed last drop of their blood to defend Pakistan have been antagonized and marginalized while sizeable numbers of soldiers pushed into the quicksand of war on terror for times to come. They feel that time is ripe to dictate terms either through military coercion or through peace mantra and extract maximum concessions. They want peace to be imposed on Indian terms which they perceive will be readily accepted by Pakistan. Pro-Indian lobbies particularly among ultra liberals in Pakistan will actively pursue their agenda.

If India is really interested in peace, it will have to first undo some of the blatant wrongs it inflicted upon Pakistan. It must immediately put an end to its intrusive and meddlesome activities in Pakistan, it should abide by Indus Basin Treaty of 1960 and stop stealing water and building dams on rivers flowing into Pakistan, abide by Indo-Pak agreement on Siachen inked in 1989, resolve Sir Creek issue on which already lot of ground has been covered, stop its vile propaganda against Pakistan, develop relations on the basis of trust, friendship, respect and equality. Above all, longstanding Kashmir dispute which is the main bone of contention should be resolved in accordance with UN Resolutions and pledges of Nehru.
